A Zapier Solution Partner is a consultant or agency that's joined Zapier's official partner programme to build automations for clients. Partners get a listing in Zapier's partner directory, which is where most businesses go to find help.
Each listing shows a tier badge, but the listing itself is the useful part: it shows what the partner does, which apps they know and what clients say.
Don't mix this up with Zapier's integration partner programme, which is for software companies building their own Zapier integration. That one is a separate programme.
I'm a Zapier Gold Solution Partner, and a ClickUp Verified Consultant too, so most of my work joins the two up.
I build inside my client's own Zapier account wherever I can, so they own everything from day one. Every step gets a plain English name, and I keep Zaps small and readable. When I'm done, I train someone on the team and hand over the keys. When I hand over, every client gets a workflow diagram of their automations and a step-by-step guide to running them.

I'd always say no. Ask for your Zaps to be built in your own Zapier account, so you keep them, and your data, if you ever stop working with the partner.
